Mar 8, 2021 · There have been no changes made to the mob spawning algorithm in the 1.17 cave update. This means that the singleplayer mob cap of 70 is expected to distribute across the surface and 128 blocks of caves. Additionally, mobs prefer to spawn more in the lower parts of the world.

Axolotls prioritize attacking hostile mobs over non-hostile mobs. If an axolotl takes damage underwater, it may play dead, dropping to the ground for 200 game ticks (10 seconds) while gaining Regeneration I. Hostile aquatic mobs ignore healing axolotls. There is a 1 ⁄ 3 chance for an axolotl to play dead to recover 4.
Server settings are default, no change there. This clearly isn't the case. Spigot lets you change the radius around the player where mobs will spawn. by default, mob-spawn-range is 8. Sounds like your server is set to 4.
