The first time we see Superman in his red, blue and yellow uniform is nearly an hour into "Superman." Perhaps the filmmakers agreed with Spielberg's famous statement that "Jaws" would work better the longer he kept the shark off the screen.
The movie begins with the tremendous advantage that almost everyone in the audience knows the Superman saga from youth. There aren't a lot of explanations needed; that's brilliantly demonstrated in the first scene where Superman tries to change in a phone booth.
