    1 cup all-purpose flour
    ¼ cup cornstarch
    2 teaspoons salt
    1 ½ teaspoons cayenne pepper
    Preheat oven to 400 degrees F.
    Combine flour, cornstarch, salt, ½ teaspoon cayenne pepper, ½ teaspoon paprika, and pepper in a mixing bowl (large enough to place the fish flat on the bottom–or use a baking pan for this purpose).
    Scoop 1 cup of flour mixture out of bowl and place in a large bowl; set aside.
    Mix panko, rosemary, 1 teaspoon cayenne pepper, and 1 teaspoon paprika in large, shallow dish and then set aside.
