Yes you can buy the officer but you can't buy the tank, it costs 300 research points. And he's not even an option when you get in the game anyway. I remember having the same problem, I reported it to the devs. It should be fixed in the next patch. Honestly, just put the elbow grease in retrying the campaign. It's worth it in the end.
