For Regular Creative, a map has to have an "XP" flair on it for it to give you XP. I think EPIC removes XP from maps that are not gaining traction ("XP" flair goes away as well). Some old maps I used to play no longer give XP for this reason. UEFN XP is time-based and Regular Creative XP is accolades-based.
