Considering a one-time purchase of "Office Home and Student 2021", I understand what "One PC" means, but in some descriptions of the product I also see "One Person." What does that mean, exactly? One person at a time, only one person's log-in account will work, or something else?
Office 2021, 2019, 2013 are basically what Microsoft calls a perpetual version or license i.e. it's a one-time purchase and can only be installed activated on one computer at any give time. You can re-install and activate it on another computer but make sure you uninstalled previous installation first.

Office 2019 is now available as a one-time purchase for commercial and consumer users. Office 2019 is available for both Windows and macOS, and includes classic versions of Word, Excel, PowerPoint, and Outlook. The Windows version also includes Publisher 2019, Access 2019, Project 2019, and Visio 2019. Office 2019 applications don't receive feature updates but do receive regular security and stability updates.
