Each season, max XP and XP rates are modified slightly (or sometimes a lot). Last season Regular Creative was giving me 402k on the dot, and now it's 401.2k. Seasons before that it was fluctuating heavily. For Regular Creative, a map has to have an "XP" flair on it for it to give you XP.
