He speaks of powers, in the plural number, because there are divers sorts and kinds thereof, as monarchy, aristocracy, democracy: under which soever of these we live, we must be subject thereunto. By higher powers, he means the supreme powers; so the word is rendered, 1 Peter 2:13.
