Like, Virginia Tech OOS is a much worse deal than Wisconsin in-state. If you don't have such an option in your state (or can't get admitted, but can get admitted OOS to Virginia Tech, which can happen in a few states), you can either settle for a less good engineering college, or you are looking at privates and OOS publics.
