Amos 3 appears to be a thinly disguised prophecy about the impending doom of Israel because of their persistent sinfulness. Thus, the statement in Amos 3:6b is entirely understandable:

Similarly, in the book of Jeremiah, the prophet foretells the calamity that will befall the nation of Judah if they continue in their sinful ways. However, calamity is not always seen as a punishment in the Bible.
