There are quite a few places but I would suggest Reserve. Throughout the buildings and on top of all the buildings you will find loose weapon mod loot and can find lots of ammo and magazines with ammo. Finding magazines will give you chances at getting higher tier ammo.
So good loose ammo, you're only ever really going to find Russian ammo, 5.45 BT/BS/PPBS, 7.62x54R SNB, and 9x39 SP/BP, other ammo types that you find are generally middle of the road such as M855/9x19 PST/7.62x39 PS and the likes, I've never seen high end NATO ammo in boxes.
