The best mod loader is Fabric so just go with that. NeoForge is just a CPR being done on Forge to keep the dead horse kicking and Quilt is not getting the same amount of traction that Fabric is getting. Just a Heads up, there was never "Only Forge", but nobody remembers LiteLoader.
These there are extraordinarily powerful at improving performance. The forge counterpart is Rubidium + Starlight + FerriteCore + FastSuite. Don’t use Magnesium or Optifine. They are very bad at performance and compatibility. Forge is suitable for large modpacks where mods have s lot of interaction.

Differences are just how they are coded and handle things. Forge has been around longer so it has more mods. Fabric is newer so fewer mods but it catching up, how well will be a matter of time. Which one you use is up to you and what mods you want and are available for that mod loader.
