Snowfall is a type of weather that occurs occasionally in Minecraft. Snowfall is a temporary, biome-specific occurrence that can happen randomly at any time in snowy biomes. In stony shore[1] and windswept hills biomes, snowfall only occurs above layer 120.
Apr 28, 2014 · The wiki states that in Extreme Hills biomes, snow falls above 95m, because they have a temperature of 0.2. Given that Taiga biomes have a temperature of 0.25, at what height does snow fall and water freeze? Looks like it might be a gradual change from not freezing at 122 to freezing pretty quickly at 127 or so.
Snowfall occurs only in biomes with a temperature less than 0.15, or above a sufficient altitude. Like rainstorms, snowfall reduces the light level to 12 in full daylight. In Bedrock Edition , leaves gradually take on a frosted appearance once snowfall begins in snowy biomes.

Snow, known as Top Snow in Bedrock Edition, is a ground cover block found on the surface in snowy biomes, and can be replenished during snowfall. In Java Edition, destroying snow with a non-Silk-Touch shovel yields one snowball per layer. Explosions by TNT or creepers also cause snow to yield a snowball.

So I've found an elevation in mountains where there is snow at Y=93 and build an ice farm there. As you can see, there are some ice patches on the farm and they freeze very quickly.
