Reading assessments are meant to provide feedback on the skills, pro-cesses, and knowledge resources that represent reading abilities (Chap-ters 1–5), though it is important to note that different assessment practices may assume different theories of reading and reading develop-ment.

In order to devise a test or assessment procedure for reading, we must surely appeal, if only intuitively, to some concept of what it means to read texts and to understand them. How can we possibly test whether somebody has understood a text if we do not know what we mean by `understand'?
