Oct 19, 2005 · As of Wednesday, “the Elevated Acre,” a newly renovated privately owned public space at 55 Water St., was officially opened to the public. The $7 million project has been in the works since 2002. The project started with a design competition three years ago, hosted by the Municipal Art Society.
Surrounded by Water Street, the southwest side of Old Slip, and South Street, this building has two of the largest outdoor public spaces in the city and some of the best views of Brooklyn and the East River.

A good example of a public plaza that is there, but isn’t there, is 55 Water Street. Designed by Emery Roth & Sons and opened in 1972, the two-level plaza is wedged between a 56-story tower and a 15-story annex.
