This is the java.exe that is being used to run Minecraft. Right click it, go to "Properties", and then "Compatibility". Click the button "Change high DPI settings" and then check "Override high DPI scaling behavior. Scaling performed by:" and in the drop down select "Application". This will allow Minecraft to run at normal DPI levels.
