- In 1876, the facility was founded as the "Elmira Reformatory". Its first superintendent was Zebulon Brockway. It differed from many prisons of the day as it focused on reforming the convict using psychological methods rather than physical. Previously, prisoners were required to abide by the "holy trinity" of silence, obedience, and labor.

Elmira system, American penal system named after Elmira Reformatory, in New York. In 1876 Zebulon R. Brockway became an innovator in the reformatory movement by establishing Elmira Reformatory for young felons. Brockway was much influenced by the mark system, developed in Australia by Alexander.
