Jul 31, 2016 · Stannard and the 9th Vermont were among the over 12,000 Union soldiers who became prisoners of war. Stannard was exchanged and in March 1863, was promoted to Brigadier General. He was also assigned as commander of an all Vermont brigade consisting of the 12th, 13th, 14th, 15th, and 16th Vermont Infantry regiments.
