The Reserve was established in 1978 by Congress to preserve and protect a rural community which provides an unbroken and vivid historical record of Pacific Northwest history, from 19th century exploration and settlement to the present time. Ebey’s Landing includes 25 square miles of a cultural landscape in the heart of Whidbey Island.

In 1850 Isaac Ebey (1818-1857), the first permanent white settler on Whidbey Island, claimed one square mile (640 acres) of mostly prairie land on a bluff overlooking Admiralty Inlet on the island's east side, 320 acres in his name and 320 acres in the name of his wife, Rebecca, who at the time remained in Missouri.
Ebey's Landing National Historical Reserve, a partnership park in central Whidbey Island, encompasses one of the earliest American settlements in the Puget Sound of Washington State.* What began in the early 1970s as a movement to prevent the development of a place called Ebey's Prairie grew into an opportunity to preserve and celebrate a larger cultural landscape.
