Sep 20, 2024 · The court chambers where a Kentucky judge was allegedly gunned down by a local sheriff had a dark history of sex crimes. Judge Kevin Mullins, 54, was shot and murdered on Thursday, Letcher County coroner Perry Fowler said, with Lechter County Sheriff Mickey Stines, 43, allegedly surrendering himself to police.
The new courthouse built in the 1960's was covered in blue and beige panels which some local residents thought made it look more like a filling station than a courthouse. The building was dedicated in April of 1965. By the mid-1990's, the courthouse and in particular the county jail were badly in need of renovation.
