Scav house (best imo) and around the trainyard (brick building by the railroad) are propably the safest places, just wait till the players leave the spawn area and then start picking off scavs with a suppressed weapon from a concealed position. Try to stay in good cover, use rocks and bushes.
I've noticed (very recently) that Shoreline scavs spawn in much earlier than they used to. For the first half of this wipe, Scav spawns would range from 31-41 minutes left in raid. In the past 3 weeks, I've spawned as early as 47min left (and immediately killed a PMC who was making his way to Rock Passage/Resort at the bunker spawn).

In order for player scavs to be able to spawn in, PMCs have to have died and/or extracted. So I think woods raids are like 40-45 minutes - you're probably looking at ~30 minutes for a PScav on woods if conditions are right. I've probably done 80-100 woods raids. I've co-op extracted twice. I don't really run into many player scavs on woods.

The game said I was alive 14s, but it was honestly half that, as I heard my scav spawn in a couple seconds before starting while looking at the "awaiting session start" screen.
Dec 23, 2017 · Playing offline mode, there are 20+ scavs in customs. Mostly I see around 23-25 scavs before I reset or get killed. I have heard that scavs spawn in waves- first wave is at the beginning of the round (obviously), 2nd is around 30 mins into raid (some have told). 2nd wave is supposed to come better gear and thats the key finding fort armor for quest.
