Scav house (best imo) and around the trainyard (brick building by the railroad) are propably the safest places, just wait till the players leave the spawn area and then start picking off scavs with a suppressed weapon from a concealed position. Try to stay in good cover, use rocks and bushes.

The amount of time you spend in that area is way riskier than just doing 2 or 3 shots, besides it being boring. You'd get new scavs spawning faster than you can kill. The strategy doesnt even work if the scav has minimal body armor.

Lighthouse has the best overall loot, but when I'm starting out I tend to target maps where I need specific items for tasks/hideout upgrades. Woods is good for food/gold spawns, Shoreline is fine for keys and meds, customs is pretty generic, reserve is military tech and weapons, factory is for pure speed running, interchange is tools and computers.
