Lights out is the only time Inmates can sleep on bed (to increase Inmate Energy). During that time, Inmates cannot leave their cells and the in-game timer is 4-5x faster, due to long lasting time before the next Roll Call.
An Inmate in disguise during Lights Out can cut fences without gaining a heat level 4 until regime changes.
Roll Calls always happen before and after the Lights Out (see above) has happened. This one is an inmate check to prevent any hidden escapees.
