Getting a little adventurous, you could take the Wolfe Island ferry (free) from downtown Kingston to Marysville on Wolfe Island, then cab/hitchhike/walk 10 km south to the opposite side of Wolfe Island, and take Horne's Ferry ($2) to Cape Vincent, NY.
