Anyways, OP asked what console to get for racing. Pc wasn't an option listed. OP; you should get the xbox as it has better compatibility, and it has cross-play so if you choose to get a PC you can play some of your xbox games there as well.
You can't on most console games, considering this will likely be for GT7, and GTS didn't have a FoV option, I doubt it will have one. Only thing you can do is put the monitor at the correct distance but you can't change the FoV ingame.
