I don't think Bowser Jr. is a villain at all, but nor is he on the heros' side. He's simply just neutral. He doesn't hate Mario, he just wants to prank him and annoy him, and we can see the different sides of his personality towards Mario in Bowser's Fury and Mario and Rabbids Kingdom Battle.

I think his overall appearance is really neat and accurate to what a young Bowser would look like (unlike Koopa Kid). His hair and eyebrows isn't an exact copy from Bowser, and look more natural to his young self. His bands don't have spikes on like Bowser's does, and has less than Bowser.
