Sep 27, 2023 · It is possible that read receipt is disabled on their end so that you're not aware if they've reviewed it. That's under Settings > Messages. If you are blocked, the message is not delivered to the recipient as it is blocked on their side. So while it shows you sent it, nothing else will happen.
