May 31, 2024 · The issue you've described, where the functionality to scroll non-active windows fails to work when attempting to scroll an Excel worksheet that is not the active window, has been replicated on our end with Windows 11 and Office 2021. Indeed, as you've pointed out, scrolling via the mouse wheel is only effective on one Excel worksheet at a time.

Symptoms were an Excel spreadsheet, in which scrolling suddenly became disabled on the document and reopening it would not solve the problem.
