They don't need the Spawner to spawn, all they need is a nether fortress to spawn. The only thing the spawners do is present a more controlled area they spawn in. otherwise, as long as the light level is fine, and there's space, they'll spawn anywhere else in the fortress
Get this. They are one the few mobs to only come from monster spawners. The other few mobs include cave spiders and silverfish. Zombies, skeletons and spiders also come from spawners in dungeons, but they all spawn naturally across the overworld. This seems to imply that blazes are not naturally spawning mobs, but why do they attack the player?
