What's important is that your writing is able to be clearly understood by the reader. It's fairly common to not use quotation marks when the entire line or paragraph is dialogue. If some of the words are dialogue and some aren't then quotation marks can help the reader identify the difference.

Some say eliminating the quotes is more elegant and actually easier for readers. Lack of quotation marks blurs the line between dialogue and description, allowing readers to insert more of their own interpretation.
