Writers who are "telling" a story tend to not use quotes; the author is reselling the story and all of the characters have the authors voice. Not sure if this is true or not, but it's how I've always read fiction dialogue that's not in quotes.

Forgive me, it’s late. In the case of Handmaid’s Tale, there are no quotes in the first half because that all exists in memory, while the second half has quotes when someone is actually speaking in the present reality of the novel. Some writers don’t use quotes at all for this reason—because the novel is narrated as a memory.

Feb 14, 2014 · Typography and rules of punctuation are entirely in the purview of the venue, and should NOT be varied for reasons as ephemeral as whether or not you like the glyph used by a specific font. If you don't like the quotation marks of a font, the right answer is to use a different font.
