It would make more sense if he just lost all sense of self and went on an indiscriminate rampage. But he comes to Lex when summoned and focuses on Superman. Lex was surprised that his trap worked so well. He had countless of traps over the years, and this one had a chance of 10 to 15 percent to be successful, at most. Also, Lex expected to wait a while.
