In optifine or tweeakero you can turn it off by just simply turning off render distance fog Hope it helps. if you have optifine you can turn off fog. edit: IM STUPID if you can live until 1.18 optifine you can turn off fog once it comes out. removing this was a part of optifine.

As far as I know the only way to fix it is to use a mod or NBTExplorer to change the world type to "flat", where it only happens if you are in the void itself (below y=0; this was also a way to disable void fog in older versions; naturally, this only works for custom maps where you don't need to generate new terrain).
