When, Opera starts, also goto the URL opera://browserjs and disable browser.js workarounds for the session. Then try downloading things again. Maybe the servers are sending Opera data slower and this might trick them.
This issue occurs ONLY on Opera, and when it does occur, any site you use this issue persists. The only fix, on occasion, is to run 2 downloads at the same time. for some reason this speeds up both of them, but ofc then you are still spitting your DL speed by half.
