Time isn't turning backwards at all. Superman, and the camera watching him, are breaking the time barrier and going backwards in time. The effect of the Earth going backwards doesn't happen, except from Superman's point of view. The effect of the dam rebuilding itself and rocks "falling up" doesn't really happen.
