It’s the prisons. The families of the convicts move there to be close to their imprisoned loved ones and they have nothing and are generally trashy people. Harsh, but it’s true. I believe the problem is multi faceted but the prisons are a big draw.

Jun 13, 2007 · First, the city-data population info for Elmira is incorrect. So, this should help with the number of sex offenders issue. Tviz25 is right, the current population is in the neighborhood of 30,000. And I don't believe that number includes the surrounding areas, Elmira Heights, Southport, Horseheads, or possibly even West Elmira.
