It's brutal out there for many. Unemployment is supposed to be historically low, so I don't understand the cause I've applied to 150-200 jobs online and gotten only 3 in-person interviews. I've mostly stopped looking for IT work as a business intelligence analyst or as a programmer.
If you do not live in the city of Chicago you cannot work for the city. They are VERY serious about this. The ease of getting a city job also depends on which department you’re applying for.

Elmira isn't that bad. It's a poor city who has had a strong of bad leaders. Today's generation has something to do with it to. There are groups and organizations who have done a great job cleaning up the city of the past few years. I dont think the city govt really caters to EC but it does ignore a lot of issues it causes or neglects.
