  5. Elmira isn't that bad. It's a poor city who has had a strong of bad leaders. Today's generation has something to do with it to. There are groups and organizations who have done a great job cleaning up the city of the past few years. I dont think the city govt really caters to EC but it does ignore a lot of issues it causes or neglects.
