First thing to try is to goto the URL opera://settings/system, disable "hardware acceleration" and restart Opera. If that helps, there's something up that Opera doesn't like about your GPU or your GPU driver.
Apr 29, 2021 · Changing "Choose ANGLE graphics backend" setting has definitely helped. I went from the default (which on Windows is D3D11) to OpenGL and Opera now behaves as expected. I am not sure why it was stuttering and lagging for every new tab open or even page loading, but now it is all nice and smooth.
