I'm pretty sure it seems to happen (again) after every Windows 10 update, even minor ones, & I suspect it is Microsoft removing 'non-microsoft' firewall rules as I get the same when I use Chrome Portable for the first time after an update.
Then, temporarily download and install Chrome (but do not make it the default browser) and close Opera. In Chrome, goto the URL chrome://version and copy the User-Agent value. Then, close Chrome. Then, on Windows, open up a command prompt, and start Opera like this:
