The best I can tell is that many times throughout scripture the sea is pictured of chaos, raging, needing to be rebuked, symbolically beasts rise out of the sea in Revelation, etc. So maybe it's symbolic of evil being done away with, but it seems that if the old heaven and earth passing away is to be literally taken, then there is no reason to believe that the sea being no more is not literal.
