Look at chickens and kiwi birds (we know that some dinosaurs related to T. Rex did evolve into birds)... these are flightless birds they have wings but really don't use them. Chickens use their wings more than kiwi birds, the T Rex was probably more like a kiwi, but I mention chicken because people are more familiar with them - they can fly but only a few feet high and not far at all.
