Word on the street is that upgrade worlds will have the save overworld, you’ll just have a bedrock wall around any pregenerated chunks if you dig lower in a 1.17 chunk. I’ve been playing a lot of snapshots lately, and I’d really recommend trying them out.
I say keep playing your current world. You've got lots of time before 1.17 is released. You'll know whether it makes sense to migrate your current world or start a new one when the 1.17 snapshots finally arrive, but no one knows when that will be.
You will be able too play old worlds without any problems. Mojang promised too make sure that older worlds can be played in 1.17, some of the mojang members have 10 year old worlds themselves and want to keep them.

There's a ruined portal close to the village that can access the Nether faster after placing the remaining obsidian and activating it.
