Pong isn't really an Atari 2600 game. They did sell a version of it, but Pong is from 1975. Atari released it as a stand alone console. That's why similar machines are called "pongs," because they only play simple built-in games. If you're lost on what to do I strongly suggest reading the manual.
I've now started on an Atari 2600 emulator, which will be fully open sourced upon completion, and hopefully will actually be playable. The NES emulator should be open-sourced within the coming weeks, so look forward to that.
2600 Pac-Man isn't nearly as bad of a game in its own right as it is a port of Pac-Man. If the same game had been released with different characters and a different name it wouldn't be anywhere near the top of anyone's list of bad games.
