Jun 28, 2021 · Hydro Ottawa has a calculator online. We have tiered but I think we'd probably save $10/month with TOU but I like having the convenience of using electricity (e.g. doing the laundry) whenever we want and not trying to only use it at night or on weekends. We seem to be the exception where we're way over the tiered threshold every month.

Oct 13, 2020 · What I worry is the day they remove the Ontario Electricity rebate which is suppose to be 33.2% starting Nov 1. They keep messing with the numbers making hard for people to determine what the real cost is. Still waiting to see if Hydro Ottawa will increase their delivery fees again...

The 8% is just a political game to make it seem like less, without that rebate customers would be looking at double digit increases. Hydro Ottawa's rate change Jan 1 affects low energy users the most, while lowering bills for high energy users as well. A 750 sq ft apartment, you'd probably fall under the 1000 kWh rate.
