A cloud account - like a Microsoft Account, Google Account, iCloud, etc. - exists in the cloud. As a result, you can only access a local account when you're sitting in front of the computer that created it.

To remove the account, kindly open the Windows setting by pressing Windows key + i. In the settings go to Accounts > Email & Accounts.
