Vic forces the dictator to meet with Carlyle on the igloo, and Delgado adamantly defends his totalitarian government. Meanwhile, Delgado's zealous aide, General Tovrea, has learned of the abduction and dispatches a sonar-equipped gunboat to locate the Flying Fish.
They are engaged to rescue a captured scientist imprisoned on a Caribbean island by a dictator. The team parachutes off the coast of the island in a HALO jump and establishes an inflatable underwater basecamp in an "Instant Underwater Habitat" or "Igloo".
