Created by 17 visionaries in 2001 including Scrum.org founder and chairman Ken Schwaber who co-created Scrum, the Agile Manifesto was developed to look at the core principles and values for Agile software development.
What emerged was The Manifesto for Agile Software Development, often called “The Agile Manifesto”, a 68-word document that ushered in a revolution— and not just in software development. The Agile Manifesto lists four core values.

History: The Agile Manifesto. On February 11-13, 2001, at The Lodge at Snowbird ski resort in the Wasatch mountains of Utah, seventeen people met to talk, ski, relax, and try to find common ground—and of course, to eat. What emerged was the Agile ‘Software Development’ Manifesto.
