Good reason. 2 things. 1) Don't you think he should have changed into disguise since his appearance was suspicious? 2) What good is the Interceptor and catching the Pearl if he can't break the curse of the ship? Or maybe he wasn't exactly sure of the curse and is surprised when the pirates visit his cell. 2) Just his character.
In part of this feature length review (at 12:55) the reviewer explains why the action sequences in Curse of the Black Pearl are so satisfying. Though I highly recommend watching the whole thing.

Pirates of the Caribbean: The Curse of the Black Pearl was photographed on 35mm film stock in the Super 35 format and completed as a 2K digital intermediate in the 2.39:1 aspect ratio. While it is nice to see Disney occasionally digging into their live action catalog for UHD release, it is disappointing that an entire disc’s worth of extras was not included in this release. For those upgrading from Blu-ray, you may want to hold on to the second bonus disc before giving away your old 2-disc Blu-ray.
