Edit: Looking at the actual chromebook you linked: to be clear I do actually own a chromebook with similar specs and there's no way I would actually want to do programming on it frequently. In addition to being too slow to really be comfortable using vscode, gui linux applications feel kind of janky in general.

Also, modern chromebooks have easy access to a linux shell, which can be fine for basic development. I like something with a battery life measured in days that I can carry to class with me and work in any of my languages (web dev, C/C++, Java, python). I'm not teaching C# right now so I don't have mono, but that's a pretty good C# environment.

One data point: if you install Vscode on your Chromebook, you don't have to have your source code on the Chromebook! The Remote Development feature means your remote (in a VM) will manage the source code for you. For me this is great, I can edit code with the mac, then shut it down and continue the edit on the Chromebook.
