- To tag an existing photo on Facebook, open any photo; it can be your own, one from a friend, or a random picture. At the top-right, you'll see a Tag Photo icon. Click that to enter tagging mode. If the image isn't your own and you don't see this icon, then the photo's owner has disabled tagging on it.

There is not. IPTC, another image metadata standard, also does not contain a "People" field. There's a Contact field, but that is used for contact information for the photographer. Most people I know will store people as keywords.

Another way to find photos on your phone is to create albums in Google Photos or the iPhone Photos app. However, there are several more steps involved, and you’re not assured that the photos of Jack, shown above, would necessarily show up in a search for the “Los Angeles” album if un-tagged. There are so many photos with faces that I'd like to have tagged that Photos doesn't recognize. I know it might take some time for it to recognize faces, but it doesn't work for 70% of my pictures (that are good quality, don't worry.)
